RTO passing of vehicle

I purchased a Chetak scooter in December 1992. It is registered in Thane district (I was residing at Vashi then). Later I shifted to Chembur area but details on RC book were not changed by me. Now after completion of 15 years (in Dec 2007) the registration of vehicle expired. I was not aware of this fact and came to know about this recently. Now I need to pass the vehicle at RTO. I am not able to get the insurance also due to this. Please help me. Can I get details of some agent who can help me in this. What will be expenditure like?

You find touts outside every RTO office. You just have to be careful while dealing with them. Negotiate charges apayable to them independent of government fees for which you get receipts.
