Default about online RTI application

sirs

I have found that many of my online RTI application are not delivered and are bouncing back to me.Are the browsing centers at fault or are the RTI
mailing addresses at fault.Very frequently they do not update the name
and the addresses of their PIOs.And how do you make an online payment for
rupees ten on the net?

Can anyone reply as to which ministry will take the RTI query regarding
reservation for OBCs in IITs and IIMs?:rolleyes::(

I seek your assistance in the following matter;
My friend's husband (teacher in a Govt.school in Delhi)died on 7th May,1991 and my friend is getting Rs.1100/- as a family pension till date.Despite several requests,pension
disbursing bank(Indian bank,K.Gate,Delhi) neither revise her pension as per5th&6th pay commission nor any DR etc. has been paid.Now I put up theae to the higher authorities and hopefully the dues will be paid soon.
Now my query is
whether compensation/penalty may be claimed?And if so how to proceed now?

First you have to verify where the fault was occured. And then you can file petition. Bank is only the disbursing authority. But the revision of pension shall be done by the appropriate DAT(Directorate of Accounts & Treasuries). Therefore, you approach the DAT and get clarified. Even after the receipt of revised Pension Payment Order, if the bank has failed to implement the same, you can definitely obtain the status of case under RTI Act and then made appeal for compensation and also penal interest for unpaid remaining pension amount. The responsible officers who have delayed the pension shall pay the penal interest as per Pension Rules.

Indian Bank(Pension Disbursing Authority,) is only & only defaulter.Now my query is whether I can have compensation of my loss in the form of finance and mental agony, all due to irresonsible act of this bank,without going to court.

Sir, Mr A got a loan from Mr.M in August 2006 but died without paying. Now Mr M fileda case against the wife andchildren. Are they liable for payment under pious obligation ? Or are they exempted from payment according the Hindu Succesion Act (amendment) 2005 ? Pl let me have some rulings/citation if any in this regard.
