Need Help Birth Certificate at St Thomas Mount Contonment Board

My son was born at St Thomas Mount, Chennai in the year 1993. During the registration of his birth with the St Thomas Mount Contonment Board we have just given the short names of the parents instead of their full name. But when we applied for the passport for my son they asked us to change the birth certificate and asked us to mention the full name of the parents. We applied for the same to the Special Officer at St Thomas Mount Cantonment but our application was refused and we were told that we cannot change it now.

Kindly let us know what should we do in this regard ?
Whom should we get in touch for mentioning the full name of the parents in the birth certificate as passport authorities needs the full name of the parents with the expanded initials. Kindly help

you can make an Affidavit mentioning the facts of short name being given with St Thomas Mount Contonment Board in the registration certificate of your son and mention parents full name as well in the Affidavit and state that both these persons are the same. This could be given to the Passport authorities.
or else publish in the Govt. Gazette your short names as old names and full names as your new names and get copy of the same. Also publish in local papers the short names as old names and full names as new names in a local newspaper. This also jointly with Gazette copy could be given to the Passport authorities.
