Vannakkam Members,
Though Honourable High Courts in many States warn the Police not to interfere in the Civil (immovable property) rights, and harass the public by urging to corrupt them. If the poor citizen who is not having any backing, he has to loose his immovable property right which is possessed of by him to the optimum level, if that is to be grabed by a Big Wig who used to be regular feeder of money and resources to the corrupt Police Official. This is on the high side in Tirunelveli District Police Stations. The Police Officials are acting as leaders / nattannmai of Katta Panchayathu. The higher Officials in Police Department is also simple observers without curtailing, since they are also benefited.You throw your views on this to erradicate this illegality.

If this problem is rampant and no one is listening, the aggrieved persons or U on their behalf should write a detailed letter with proofs etc in personal name of Chief Justice of the State. Court will convert this letter into a Public Interest Litigation [PIL] and provide free advocate also and other assistance to ensure that fundamental rights of citizens are not breached. U can take help of local citizen centric advocate for drafting etc without charging any fee alternatively U can draft in simple language. HC will activate the machinery. U can visit Supreme Court of India and through it website of HC of your state.

hi balu,

the reason is a GO issued in 1994, whereby the CSR system was introduced by which police were required to interfere in specified civil disputes. But the CrPC formulated in 1973, bans police interference in civil disputes. Therefore the 1994 GO should be challenged by someone who has suffered at the hands of the police, and set aside in the high court.
