Complain against Reliance Customer Retail Outlet

Hi,
I have took a Reliance GSM post Paid connection with GPRS facility. The customer executive asked me to apply for the Reliance 249 GPRS Unlimited Plan for mobile internet. He said that it wont have any surfing charges except downloads. So i have applied for the plan. But after 14 days I found that both my incoming and outgoing services were disconnected along with that GPRS plan. When I called the Customer Executive , they told me that I have an outstanding bill of Rs 13000. When I got the bill , i found that they have charged me Rs 1.00 per units i have used, & there were no free usages. Even after crossing my CREDIT LIMIT ( which is Rs 900), they wont inform me. If i dont pay my outstanding bill it will increase by 2.5% on every month.
How can I tackle this problem. Kindly help me out.
